Are you using PowerDVD to check the DVD you made as well or are you using a DVD player?

Yes I've used powerdvd to check before it plays in the dvdplayer but what the problem is when the files even play in mpeg form it is noticeable. What I usually use for mpeg play is either wmp 10 or media player classic

So, just to confirm what you are saying, the MPEG is out of sync:
With Windows Media Player 10?
With Media Player Classic?
With your DVD player?
